U.S. Coast Guard Master Plan

Prosser prepared the first master plan for the U.S. Coast Guard Group Key West. The work provided an integrated and comprehensive guide to the future development of The Group and ensured that the projects addressed operational, safety and environmental requirements. The master plan incorporated factors associated with its relationships and compatibility with both NAS Key West and the City of Key West.

Due to The Group's important geographic location and its Area of Responsibility (AOR) of over 55,000 square miles of ocean and 573 miles of shoreline, considerable expansion needed to be planned. Homeporting of additional Cutters and associated support was part of the five (5) step planning program. More specifically, our role included:

1. Determine operational and support requirements

2. Evaluate existing facility and environmental conditions,  compatibility with adjacent land uses, and situational issues.

3. Identify opportunities and constraints, and prepare comparative  analysis of alternative concepts.

4. Prepare recommendations

5. Develop implementation plan and final planning documents
