State Road 105

This project consisted of a PD&E Study for the upgrading of 29 miles of Heckscher Drive (S.R. A1A) from the North Jacksonville city limits to immediately south of Fernandina Beach. The project involved the investigation of the location and desirability for upgrading S.R. A1A along Florida's Northeast coast. Significant considerations involved environmental concerns, community disruption, and the determination of transportation need. The project transversed a myriad of environmentally-sensitive land formations including coastal barrier islands, wetland preserves, saltwater marshes, a national aquatic preserve, state and federal park lands, historic sites, and protected shellfishing waters. An extensive public involvement and environmental agency coordination program was conducted.

A unique feature of the study was that even though the original scope of services directed a study of the existing corridor only, Prosser independently developed an inland corridor that reduced the length of the study by eight miles of the 29-mile length and placed 99% of the eight-mile corridor on an upland ridge, rather than on the coastal barrier.

This alternative corridor eliminated coastal barrier impacts and 90% of the involvement with aquatic preserves, state parks, saltwater marshes, and shellfishing waters.
